Can I download all translations submitted to Launchpad?

I want to create/distribute free-licensed statistical machine translation system.
Maybe, Launchpad has a large amount of translations licensed under BSD-style which can be used for training of the free translation system.

Is there any place to download a database or files which contain all translations?

There's no way to get a copy of all Launchpad translation data. The largest available single set of translations is Ubuntu's language packs.
