cannot run web pages whilst running animations

whilst running animations in compiz the web pages all freeze but when i got back the visual effects in apperance and revert back to none the web works fine but no animations

So keep the "no effects" settings, as your hardware setup is apparently not supported well enough by the 3D stack.
You could also try a newer Ubuntu, maybe things have improved on the software side.

thanks jani but its the lastest computer top of the range

usually top of the range hardware has newer models of video chipsets, and it takes a while until the linux developer figure out how to get the most out of them (3d support is the hardest usually). Sometimes the video hardware manufacturer does not provide good documentation so the developers need to resort to reverse engineering which takes time, or simply the hardware is so new that they have not gotten around to provide support for it
