No Routing in Circle EdgeCuts

Hi,
i would like create a round pcb , so i am drawing an circle EdgeCut with the pcb circle tool. In this Circle it is not possible to route connections! When i create an rectangle EgdeCut there is no problem??

Is this a Bug in KiCad ???
