If you want to use a typical installer to install KiCad, you need KiCad_stable-2013.07.07-BZR4022_Win_full_version.exe. Please note that this version is very old and not supported by the project any longer. I don't know if there are newer builds of KiCad for windows available anywhere. Most KiCad user build from source to keep up with the latest changes.
