Library (symbol and module) editors should be separate from their respective main programs

Asked by Andy Peters

This is less of a question than a feature request.

Often a user might wish to create library parts (symbols and modules) without creating a project and opening it and creating a schematic and a PCB layout. So to that end, just launching the library editors would be very convenient.

Currently the user has to open a project and then open designs in order to access the library editors.
