Pcbnew footprint library tables are not implement yet. What you currently see in the testing branch of KiCad is the initial work done by Dick and myself that will eventually replace the current library dialog and library handling code in Pcbnew. The footprint library table dialog is primarily there to give users an idea of what to expect when this code becomes the default method for handling footprint libraries. I hope this answers your question.
