saving openrc file, safe or not?

Consider this following scenario:
A person has access to the linux machine on which openstack is installed. But he is not an admin user of openstack.
Since he has access to the openrc creds file, he can source it and use it as an admin. How to overcome this scenario?
How can the openrc file used in real time production scenario?
