keystone HA INVALID TOKEN

openstack-kilo
when i config HA for keystone
sometimes got invalid token
BUT,when i Close any one of the keystone servers ，it‘s no Issue

keystone.conf
[token]
provider = keystone.token.providers.uuid.Provider
driver = kestone.token.persistence.backends.memcache.Token
[memcache]
servers = localhot:11211
