you mean keystone was uninstalled, or keystone service is not running?
The former you can reinstall keystone, the latter you can restart the
service.
BTW, the easiest way is re-exec stack.sh

I did NOT re-install anything.
The major issue to caused this problem is in keystone.conf
[catalog]
# dynamic, sql-based backend (supports API/CLI-based management commands)
driver = keystone.catalog.backends.sql.Catalog

# static, file-based backend (does *NOT* support any management commands)
driver = keystone.catalog.backends.templated.TemplatedCatalog

template_file = /etc/keystone/default_catalog.templates

There are two drivers lived in [catalog], I should choose sql one as default.
