if tenant deleted from keystone, but data exists in swift then how to recover those data

If a tenant gets deleted in keystone, but that account has data in object storage in swift how the data can be recovered? because the data will be stored in database with different id. there is no provision to create the tenant and user with the same guid.

There is no way to pass the tenant-id or user-id while creating, so data in the swift can't be used. The data in the swift can't be deleted.
