How do I post an announcement? ATTN Silverking!

I want to post an announcement of Arie's taking on the role of Area Coordinator -- and I should know how to do it, in any case, for future use.

I also couldn't figure out how to make you the assignee for this question. The assignee tab usually lets me assign someone, but not in this case -- it just takes me to language, summary, description, and project info.

For now I have to post the announcements. I'll see if there's a way to allow you to do it. Additionally, I'll look into why you can't assign me as the Assignee. I haven't messed with the answers section of LaunchPad much so there may be some configuration that needs to be done. I'll post the announcement about Arizhel.
