Shapes with constant rasterized size while zooming in/out.

Is it possible to create a shape that, no matter the scale/zoom, keeps the same size while rasterized on screen? For instance, let's say we want to mark the position of some points using small squares at 5x5 pixels each, and they should remain 5x5 pixels no matter how much I zoom in on the document.

If it is, is it also possible to create a rectangular frame with a constant width (not using strokes)? Let's say you want a frame around a photo... The size of the photo may differ, and the frame should adapt to that, but the on-screen width of the frame should remain constant.

If all that is possible, is there any support for such shapes in the pdf format? If not, what format should I use?

Inkscape doesn't yet have any support for non-scaling objects. But SVG 1.2 Tiny includes non-scaling strokes (and SVG 1.2 Full, when it's finished, will probably have more general support for non-scaling objects), so this should be included in Inkscape eventually.
