Program will not save

My program will not save the file. At all. I've changed save directories, file types, tried saving other files, tried typing out the full file name with .svg/png/etc. , it simply will not do it. No error reports pop up or anything, so I'm simply wondering if I'm doing something incorrect or have I encountered a bug?

Since this seems to be a constant issue; I am running Windows Vista Home Basic; although I don't see how this could possibly effect this.
