Huh, what do you want to burn exactly?
I see no "burning" tool in Ikscape, but I'm not sure to fully understand your request. Could you please add some explanations?

Maybe the 'Dodge or Burn tool' of GIMP is meant? Wouldn't the Tweak tool provide similar, vector-based effects to modify the color of the selected objects?
