hello mike

sure, you can convert jpeg to png.
but.
1) Inkscape not the best solution for that (think about some raster software)
2) Second and the main - you won't get better result through it. Think about conversion of poor MP3 into i.e. FLAC - what you get in the end? poor flac :) so in your case you will get poor png (and I think more poor than your source jpeg...)

1) Inkscape Is not specialized on image conversion - it's a SVG vector editor. You might find much better suited tools for the conversion of JPEG to PNG, depending on your platform.

2) Or you could import the JPEG raster image into Inkscape and use its built-in trace function - no need for external converters or other vector software this way.

1) import: open a new drawing, use menu 'File > Import…', select the JPEG image you want to trace and insert it into your drawing.
2) trace: select the imported bitmap, use menu 'Path > Trace Bitmap…', adjust the options to your needs and create a vectorized version of your original raster image.

Additional info: read these tutorial and manual pages:
<http://inkscape.org/doc/tracing/tutorial-tracing.html>

There might be additional tutorials at <http://inkscapetutorials.wordpress.com/> and <http://screencasters.heathenx.org/>

(which version of Inkscape do you have installed (see menu 'Help > About Inkscape…')?
