I don't understand exactly what you mean with "ghostscript postscript fonts", i guess you mean "postscript fonts".

Inkscape will see any fonts that you place in your Fonts system directory in Windows. Many Windows versions support Postscript fonts, so dragging the files to the folder is enough.

That said, there could be some problems with certain styles of a given family. Unless you give more information I can't help you further.

I am referring to Type1 fonts. I have already installed Type1 fonts on GNU Linux system. How to use these fonts in Inkscape?

Inkscape should pick them up as long as they're detected correctly. Does the font appear in other applications? what is the name of the installed font? (provide family and style)
