Import from Open Clip Art not visible in Windows?

I just installed Inkscape 0.46 in Windows Vista, and I cannot see the menu item "Import from Open Clip Art Library" which was detailed in the help files online. This is confusing since it says "new feature in 0.46!" Is there a bug in the Vista version, or is this a "feature difference" between Win and Linux?

Hi,

There are dependencies problems that prevent OCAL import from working on Windows.
A wishlist has already been filled some times ago, but I'm afraid it's not for the next version...
