View > Show/Hide > Rulers or Ctrl+R should toggle the visibility of the rulers.

If you're seeing just the top ruler and not the left one then I'd say there's something wrong with your Inkscape because as far as I know you can't toggle them separately, in which case you'd probably want to reinstall.

I think this must be a bug. I have the problem on a reasonably current 0.46-dev version of inkscape. I can only see a brief slither of the left-hand ruler, just enough to drag a guideline off but not enough to fully see the tick marks.

I'm on 64-bit Ubuntu 9.04, Jaunty using KDE-4.2.2.

Should file this as a bug really.

A bug report has already been filled, and the bug is now (in recent builds...) fixed.
