Inkscape allows you to export to PNG, a lossless file format that also supports transparency (in contrast to JPG).

If you really need a JPG for some reason, you need to convert the format using a different program, or use an extension (e.g. https://github.com/giacmir/Inkscape-JPEG-export-extension/ ) for exporting the file.
