Use of program

Since first down loading the Inkscape program 15 to 20 years ago, I have used it on a PC using Windows. I am considering buying an Apple laptop. My question is, will I be able to access and use files from the old system with the Apple operating system, when I down load a new version of Inkscape?

Yes. That's the beauty of using an open standard like SVG.

For macOS (current version), note that you need to use the beta version of Inkscape 1.0 (1.0 is not released yet, older versions are not compatible with Catalina).

In the sense of freedom, I would recommend to also consider getting or installing a Linux system.
