By using Node tool don`t working hot-keys for follow actions:
Scale handle (1 node selected)
Rotate handle (1 node selected)
Scale nodes (>1 nodes selected)
Rotate nodes (>1 nodes selected)

[, ], <, >, Ctrl+[, Ctrl+], Ctrl+<, Ctrl+>

Selector tool for "Object" do the same task well
Win64 [7, 8.1, 10], Inkscape 0.92.4
keyboard layouts: Eng or Ru

Please report bugs at https://inkscape.org/report . This specific one might already be known (I have a German keyboard, and it's the same...) . Please check if you find a similar one already.

You can, however, assign your own shortcuts as a workaround, via Edit > Preferences > Interface > keyboard shortcuts.
