As far as I know, there isn't one, at least not in Inkscape.

The problem is that in this case (using -z option or --without-gui, I got following issue:
CRITICAL **: static void Inkscape::FileVerb::perform(SPAction*, void*): assertion 'ensure_desktop_valid(action)' failed

and the resize is not done.

Could you provide me one solution by using Inkscape?
