Does Edit Externally work in 0.46+devel on WinXP?

Was playing around with Inkscape 0.46+devel r21167 this morning. I tried to use the Edit Externally command on a raster image and Gimp doesn't fire off in WinXP. It appears to be set up for Linux. Last time I tried using this new command it worked just fine in Ubuntu. I understand that 0.47 isn't baked yet and things are subject to change. Will this be a Linux only feature in the future?

Hmmm. It shouldn't be linux only (at least no if it will be presented as an option that doesn't work in Windows).
In this case I think it's a bug. It should be corrected or hidden in Windows if it's not supported.

I just found a related bug report, so let's move this to the bug tracker.
