Learning to use Inkscape

I am trying to create a logo that is a tack meter or a gauge. I am finding it very hard to create this or am I using the wrong tools? I have been working on this for 3 days and cannot figure out how to do it. The tutorials are very helpful but it doesnt show me how to make this object.

I still need help. What I am trying to create is the clock but I need to cut
it in half and not use the other half. How can I erase or delete the other
half of the circle?

Use a clip if you want to cut a grouped object, if it is a simple shape, just creat a rectangle over the part you want to erase, select both shapes and go to path>difference (CTRL+-)

Use a clip if you want to cut a grouped object, if it is a simple shape,
