The term for what you need to do is 'vectorizing' or 'tracing'.

Start with https://www.scan2cad.com/cad/vectorize-using-inkscape/ to learn more about the concepts.

For details on how to trace with Inkscape, see

http://write.flossmanuals.net/start-with-inkscape/_draft/_v/2.9/the-pen-tool/ (manual tracing)
http://write.flossmanuals.net/start-with-inkscape/_draft/_v/2.9/tracing-an-image/ (automatical tracing, overview)
Help -> Tutorials -> Tracing (automatical tracing, details)

Can you help with this problem?
