DOCUMENT PROPERTIES DIALOG IS INACCESSIBLE

When I try to access the document properties dialog, it pops up, but behind the main window; I can see it if I go to split screen view, but I cannot access it there; when I return to normal view, it hides back behind the main window again. If I close the file, I can see it again, but the changes that I make to it do not take effect on the parent file because I have already closed it.

How do you access the document properties dialog if it keeps hiding behind the main screen?

What should happen is the document properties dialog box should be forced to pop up on top of the main window.
