change color of an item in a jpg, but not entire jpg?

I have a jpg of a logo that I brought in, but I want to change the color of just one item in that logo, not the entire thing.
What steps will allow me to accomplish that?

(It's possible to do this in Inkscape, by clipping (http://goinkscape.com/how-to-crop-an-image-in-inkscape/) and filtering (Filters > Color) but honestly, Inkscape is not the right tool for this)
