photo inside custom frame

I have my custom photo frame and I want to put my image inside the frame.

So frame should be overlap the photo.. How can I do that using inkscape?

Move the frame up in the stacking order, using the corresponding buttons in the tool controls for the selection tool - see:

If then the frame has a different shape than the photo, and you need to clip the photo, try it like this:
