How to deselect a group of lines.

I'm getting a headache trying to figure this out. So, I have opened a new clean slate. Opened a file that already had a drawing on it. In fact, it's a shop drawing of a fence panel. It shows the section of fence with all measurements, the post and so forth. I'm trying to select just one of the horizontal fence rails to move it down to the bottom of the fence section to make it a flush bottom panel. I use to be able to select the desired line and move it. Now, all it wants to do is highlight the entire area with all of the lines in it. I DO NOT WANT THIS. I have tried ungrouping, deslecting or whatever it is that one calls it. Why can't I just move the selected line down and not the entire area.

I used to be able to double click on a specific line and it would ungroup it from the others. Now I can't.

Agravating. PLEASE HELP!!!!

And just so everyone knows, this is also a professional drawing done on a computer and saved as a PDF file. Not Scanned.

If everything is ungrouped, I'd check the statusbar to see if it's a single path. If so, I'd try Menu : Path >break apart, to see if the lines become separate objects.
