If you are running Win 10S, you might consider upgrading to Pro. If you're running regular or Pro (not 'S'), You might opt for the full Inkscape install from Inkscape.org (uninstall the app version first).

What does it say in the Preferences at Edit > Preferences > System : user config?

In that folder, create a folder with the name 'palettes', then put your palette file into it.

Never put any customization into the share folder in the Inkscape installation directory (if that's what you mean by 'shared folder', that is). It's going to be lost on update.

Can you help with this problem?
