Using the node tool, you can select any node in a path and click the button in the tool controls that has the tooltip "Make selected nodes smooth".

If you want to make the joins of a stroke rounded, you can use the FIll and Stroke dialog (Ctrl+Shift+F), and select Round join in the Stroke style tab.
