Can't set colour by RGB

When using the bucket icon, paintbrush, etc., in Inkscape 0.91, the only way to select a colour appears to be from the colour bar at the bottom of the screen. I need to use the same colours as I've used in other applications, which I would ideally set using RGB. The option may be there. I couldn't find it. This should be straightforward and in good software, intuitive.

According to the manual at http://tavmjong.free.fr/INKSCAPE/MANUAL/html/Attributes-Fill-Stroke.html#Attributes-Color under "Flat (solid) colours", it says " Setting up color management can be done under the Color management section in the Inkscape Preferences dialog.". I can find no such "Color management section".

Or maybe you'd like to double-click on a tool icon and set its color using 'this tool's own style' (only useful if you mostly use the same color).

Or you can make a file that contains all the colors you need to create your own palette.

Save it as .gpl into the 'palettes' folder in your Inkscape user preferences directory.
