Measurement Tool scaling

I have brought in a drawing of a detailed part. My drawing's measurements do not align with the ruler, is there a way to change the scale of the ruler or scale my drawing to match my ruler?

Yes, you can resize objects in Inkscape, you can enter their coordinates, and you can align them to other objects or guidelines.

For scaling, just enter the desired values into the input fields in the tool controls for the selection tool (click on lock icon to keep aspect ratio), or hold Ctrl while scaling with the mouse, to keep the aspect ratio.

 Or find some more advanced options in Object > Transform.
