Inkscape does not currently support multiple pages.

You can export layers individually.

You can't. Inkscape does not support multiple pages, because its standardized native file format, SVG, does not support this.
If you want to have multiple pages in one document, you could 'cheat' by using layers for this, or just have the other pages beside the page area - and then hide/show the layers for export, or move the other pages, if you want to export to pdf.
