Does Inkscape have a lasso tool?

Sometimes I edit photos on inkscape. Even though the purpose of it is for drawing. But sometimes I like to just edit a photo. And I want to cut out stuff from the photos, or remove background. But I don't know how to without a lasso tool. Well you see I'm sort of new to inkscape. So I have a (REALLY. ) lot of questions.
