Can I make my own signature stickers that I can paste anytime anywhere? And have my own clipboard where all my stickers are?

You could use 'symbols' for that purpose. There is no convenient way to add them other than editing the corresponding symbols file, though, or creating a template where that symbol is already included (may be invisible). Inkscape does not have the notion of a 'library' that can be edited/accessed directly from the UI.
