The page area (the grey box) is meant to match your printer's page size.

So set the page area size to A4 or Letter - or whatever paper size you use for printing - in the document properties (File -> Document properties), and then make your circle as large as you want it on the page.

Zooming just allows you to zoom in to be able to see more details on your screen, it does not change the drawing's size.

To resize, switch to the selector tool (the first one that looks like a mouse cursor). Then click on your ellipse. Click on the lock icon at the top of the page to fix the width/height ratio, then drag on the arrows that appeared around the ellipse.

Can you share some more info, please?

- your printer's paper size
- your printer's margin settings
- the SVG file (please upload somewhere and link to it, attachments don't work here)
- a photo or scan of the printout (with measurements on it) (same as above)
