Can I create an image map with Inkscape? If yes, how can I do that?

You mean an image that has tooltips? Or that reacts when a user does something on it?

What technology are you planning to use? CSS animations? Simple titles? SMIL? Javascript? (html?)

Inkscape itself supports adding of links, titles and javascript (per object or per file) via GUI. In the XML editor, you could add CSS.

As far as I know, the <map> in html, as described on Wikipedia (https://en.wikipedia.org/wiki/Image_map), is not supported.
