I just need to know how to convert a PDF to SVG

I have a PDF file of a graphic that is in two parts that I need to bring into Inkscape and to join them to enter some text so that later I can use the graphic on a scroll saw

Have you tried opening the pdf with Inkscape, then saving as SVG?

You may need to ungroup things a couple of times to be able to access objects by simply clicking on them.
The status bar at the bottom will be helpful in determining what kind of object you have selected.
