how to enable all pages view in inkscape graphic editor

Inkscape graphics editor open selected one page,How to open all pages at ones.

You can't. Inkscape only supports one page per document currently.

If not than its impossible to print all pages when require, please explain what reason for this restriction.

The SVG file format is specified in a manner that does not support multi-page documents.
Inkscape aims to be fully compatible to SVG.

A future version may contain an extension to the standard that allows multiple pages inside Inkscape.
That will not work when you open that document with a different program, unless the SVG standard is changed.
