shape tool dont work just dots

when i click on the rectangle or circle tool I can not draw it just small dashes appear how do i get a shape to appear please

I can get a fill square but can not do any thing to get a border around the square the stroke says unset and can not be changed at all all i have is a block colour which is not what i am trying to get I want a square with just a border if this makes sense
