creating dot grid

How do I make a printable dot grid, like the one in the grid/ guide to print? I am trying to add guides to a paper and am having trouble. Thank you!

There are probably at least 20 different ways how to do this with Inkscape.

This is how I would do it:
I'd group a dot that is left+bottom aligned with a small, invisible square with said square, then I'd use the tiled clones dialog for it.
