I downloaded inkscape to see if it was what I needed.

Converting JPG pictures to DXF format

I have tried many programs but none were successful.

Do you have a tutorial for this

To learn how to turn the jpg image into a vector image, take a look at the 'tracing' tutorial that comes with Inkscape (Help -> Tutorials). Depending on the kind of image you have, you might also be interested in centerline tracing, which isn't integrated in Inkscape, but available as an extension at https://github.com/fablabnbg/inkscape-centerline-trace .
