Using command line to export svg to latex

I have created a svg-file that I would like to implement in my tex document. I have read about the option to use the command "inkscape -D -z --file=filename.svg --export-pdf=filename.pdf --export-latex" to convert the svg file. This is my first time using Inkscape and I'm not yet familiar with using the command line. Is that something that is embedded in the programm or is it the general "cmd" (on Windows 7) using the directory where Inkscape is installed?

My question boils down to: Where do I paste in the command above?

It is the general "cmd".

Ok! I added the Inkscape path to my System Variables. Then I opened cmd and changed the directory to said path. Afterwards I executed the statement "inkscape -D -z --file=filename.svg --export-pdf=filename.pdf --export-latex", whereas filename.svg is located in the same directory as Inkscape.

I can see it loading for a second, but no pdf-file (as far as I can see) is added to the folder.
