change a photo into an image

I have 2 pictures, one black and white and one color, that I would like to convert into an image so I can use it as a cut file in Sure Cuts A Lot. I don't know where to begin so any information would help.

you can try the auto tracing feature in Inkscape.

Help menu> Tutorials > Inkscape:Tracing , will explain you how to use the auto tracing feature.
