how do I resize an image proportionaly to scale

I wish to make artists images smaller but still to scale . I can't fint the appropriate key to resize.

I usually select all in all layers, then use the Select Tool numeric controls with aspect locked, or the Transform Panel .

Or you can do it on canvas, if you prefer, when you hold Ctrl while using the resize handles.
Or click on the little lock icon in the tool controls bar of the selector tool and then use the resize handles.
