How can I create and manage <view> elements

I would like to define and manage <view> elements as described at
https://www.w3.org/TR/SVG/linking.html#SVGFragmentIdentifiers

for use as fragment identifiers.

How can I do this graphically in Inkscape? (I'm aware I can manually edit the SVG's XML.)

The XML editor would be the only place. Ctrl+Shift+X.
