trouble with creating radial tiled clone. not forming circle I have inkscape 0.92

Cannot create radial tiled clone. Circle not forming at all. All over the place. Have inkscape 0.92. I am a complete novice with this and computing. Please explain if you can help simply. Have followed instructions carefully.
