It depends on what you mean... but you could use the text tool to make one letter, then use it again to make another, then use the select tool to drag them where you like. Select both and group them, so they behave as one object.

"I would like to join 2 letter ontop of each other ,union them and object to path them so i can cut them on my hot wire cnc machine as one object rather than 2 seperate objects , you previously sent me information to group them although this wouldnt allow me to union them together .

To answer your question:

Make the letters,
move them into the correct position,
select both,
do Path -> Union.
