Using inkscape w/PDFs

I want to add text to scanned PDF forms that I must anwer questions on and want to type and not write the answers. How do I open inscape for this or just :how do I do it?”

I'd open the PDF in Inkscape and type using the text tool. Then save the svg file and save a copy as PDF.
